Democratic Republic of the Congo Establishes Mining Security Force, Allocates $100 Million to Strengthen Supply Chain Security

The Democratic Republic of the Congo has announced the establishment of a mining security force to safeguard mining areas and ensure the stability of mineral supply chains, with a project budget of US$100 million funded by the United States and the United Arab Emirates. According to the country’s General Inspectorate of Mines (IGM), the initiative aims to combat smuggling, address security challenges in mining regions, and boost investor confidence.

  The Democratic Republic of the Congo has announced the establishment of a mining security force to safeguard mine sites and ensure the stability of mineral supply chains, with a project budget of US$100 million funded by the United States and the United Arab Emirates.
 

  The country’s General Inspectorate of Mines (IGM) stated that this measure is aimed at combating smuggling, addressing safety concerns in mining areas, and boosting investor confidence.
 

  According to the plan, this paramilitary force will be gradually deployed to major mining regions across the country, with its personnel expected to exceed 20,000 by the end of 2028. The first contingent of approximately 2,500 to 3,000 members will become operational in December 2026, following completion of recruitment and a six-month military training program.
 

  The Mining Guard will assume certain responsibilities currently performed by the national defense forces, including mine-site security, escorting mineral products from extraction sites to processing facilities and border checkpoints, and providing security guarantees for mining investments.
 

  The Democratic Republic of the Congo is the world’s largest producer of cobalt and the second-largest supplier of copper, while also boasting abundant reserves of lithium, coltan, and gold. At present, the country’s resource-rich eastern regions continue to be plagued by conflict.
 

  According to official statements, this project is one of the initiatives aimed at strengthening mining governance, enhancing transparency, and improving the traceability of mineral products. Previously, the Democratic Republic of the Congo had signed a minerals cooperation agreement with the United States to bolster supply-chain security.
 

  Industry insiders believe that this measure will help enhance the state’s regulatory capacity over mining production and improve the investment environment.
