Egypt Imposes Safeguard Duty on Imported Steel Billets for a Period of Two and a Half Years

On April 8, 2026, the WTO Committee on Safeguards published a notification submitted by the Egyptian delegation, announcing that Egypt has formally imposed safeguard measures— including provisional safeguard measures—on imports of steel billets (semi-finished products of iron or non-alloy steel), with duties levied as a combination of ad valorem duties based on CIF value and minimum specific duties. The specific tariff rates are as follows: from April 2, 2026, to September 13, 2026, the rate is 13.12% but not less than USD 70 per tonne; from September 14, 2026, to September 13, 2027, the rate is 12% but not less than USD 64 per tonne; and from September 14, 2027, to September 13, 2028, the rate is 11% but not less than USD 59 per tonne. The product concerned falls under Egyptian tariff heading 72.07. The investigation period for this case spans from 2021 to 2024.
